Job Summary/Basic Functions

The Senior Budget Analyst position participates in the budget development, submission, execution and close-out process. Duties include: provides assistance, guidance and training to account managers in developing and monitoring budgets; analyzes budget requests from departments to ensure they were completed correctly and reflect the University’s strategic initiatives; prepares budget executions and loads budgets on Banner; develops and analyzes reports that demonstrate the health of the university; prepares reports and analyses for submission to central offices of the Commonwealth, Department of Planning and Budget (DPB), State Council of Higher Education for Virginia (SCHEV) or the University Administration. Additional duties include: analyzing and forecasting appropriation, revenues and expenditures; makes recommendations to the Associate Vice President for Budget and Finance for budget, tuition and fees for the upcoming fiscal year; and develops recommendations to improve budget processes and procedures to increase effectiveness.

Minimum Qualifications

The successful candidate must have knowledge of the principles and practices of program budget planning, development, evaluation, execution and generally accepted accounting principles. Demonstrated ability to plan and coordinate budget management functions. Demonstrated ability to prepare evaluations of complex budget requests. Demonstrated ability to work with agency management; communicate, orally and in writing; and, to present plans, budgets and recommendations effectively. Proficient in the use of Microsoft Office Suite and knowledge and experience using mainframe and/or server based administrative computer systems. Bachelor degree in accounting, economics, finance, public administration, business administration or related field or equivalent combination of education, experience and training.

Additional Considerations:

Knowledge of and experience with the Commonwealth of Virginia’s planning and budgeting cycle. Knowledge of budgeting processes in public higher education institutions. Master’s degree in accounting, economics, finance, public administration or business administration.
