Program Manager, Consultant - Medi-Cal

Your Role

The Blue Shield of California Promise Growth Analysis team is responsible for the member growth and retention strategy for the Medi-Cal line of business. The Program Manager, Consultant - Medi-Cal will report to the Senior Manager of Business Analysis. In this role, you will develop and execute resource strategies to ensure optimal support for projects and lead cross-functional meetings to foster teamwork. You will coordinate with internal teams, including executive leadership, to manage critical milestones and ensure the timely execution of deliverables.

Your Work

In this role, you will:

  • Provide overall program leadership, guidance, and manage all aspects of a given program, including requirements gathering, business case creation, and implementation
  • Develop resourcing strategies to ensure optimum support for projects and for the day-to-day operational activities
  • Review program budget variance and scope change requests, and participate in the budget-resolution process
  • Lead cross-functional meetings and foster teamwork; drive escalation and resolution of issues, while promoting collaboration and coordination across broad categories of stakeholders
  • Support and coach project managers within the program, while providing technical expertise in planning, execution, and leadership of program, projects, and initiatives
  • Coordinate with data analytics teams to interpret trends, project potential growth, and optimize strategies for Promise membership growth
  • Manage critical milestones and deliverables, adjusting project scope and timelines as necessary using Agile methodology, tools, and processes
  • Facilitate the integration of new initiatives into existing operations, ensure compliance with regulatory standards and alignment with operational goals
  • Develop and implement a robust communication plan to keep all stakeholders informed of program status, potential risks, and changes
  • Evaluate the effectiveness of implemented strategies and initiatives, using data driven insights to propose and execute enhancements and refinements

Your Knowledge and Experience

  • Requires a bachelor's degree or equivalent experience
  • Requires at least 7 years of prior relevant experience
  • Requires knowledge of the Medi-Cal program with at least 1 year experience supporting the Medi-Cal line of business; health plan experience preferred
  • Requires strong interpersonal skills and demonstrated ability to build relationships in a fast-paced environment
  • Requires previous project management experience
  • Requires cross-functional team leadership
