Introduction:  

Native Hawaiian Career & Technical Education Program (NHCTEP) is responsible for providing support to ensure Native Hawaiian students who are pursuing degrees in Career Technical Education (CTE) programs to both graduate and find employment in their chosen fields. The Educational Specialist is responsible for coordinating the NHCTE program and working collaboratively with other APT and faculty employees who support Native Hawaiian student participation in CTE programs. This position provides direct support to the student beneficiaries and is critical to meeting grant reporting requirements for the U.S. Department of Education Native Hawaiian CTE Program.

Duties and Responsibilities

  • Under the supervision of the Principal Investigator, the Educational Specialist is responsible for administering the federally funded Native Hawaiian Career & Technical Education Program (NHCTEP).

  • Working in close cooperation and collaboration with College colleagues, administrators, community leaders, industry and workforce resources, and current and potential program users.

  • Develop instructional programs and support services (e.g., service-learning opportunities, practicum/internship, seminars, or cooperative education) integrating Hawaiian values and culture to promote programs and professions in CTE and A&S education.

  • Provide student support services including, but not limited to recruitment, screening, orientation, advisement, monitoring/supporting, and transitioning grant participants into gainful employment or continuing education.

  • Responsible for the development, implementation, and evaluation of program operational strategies and event plans, and strategies including staffing requirements and plans, budget expenditures and management, and program space and equipment.

  • Identify areas for continuous improvement as noted by the program review.

  • With delegated authority from the Principal Investigator, supervises program staff in the performance of their duties to achieve the project deliverables.

  • In collaboration with the Office of Institutional Effectiveness, conducts data collection against established program goals and objectives, for periodic and special program and/or grant reports, for program review/assessment based on grant indicators.

  • Serve as the program's liaison to the College, ALU LIKE Inc., other educational institutions (secondary and post-secondary), government, industry, community and cultural/special interest groups, and employers.

  • Assists the Principal Investigator with post-award management with ALU LIKE Inc., including the preparation of periodic budget reports, spending plans, no-cost extension requests, and supplemental funding requests. Works collaboratively with the Business Office and Grants Office to ensure project account actions are prepared and authorized in myGRANT, KFS, and the RCUH Financial systems. 

  • Attend meetings representing the NHCTEP and College.

Minimum Qualifications

  • Possession of a baccalaureate degree in Counseling, Psychology, Family Resources, Human Development, Business Administration, Student Personnel Services, CTE, Arts & Sciences, or related field and 3 year(s) of progressively responsible professional experience with responsibilities for Counseling, Psychology, Family Resources, Human Development, Business Administration, Student Personnel Services, CTE, Arts & Sciences, or related field; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.

  • Considerable working knowledge of principles, practices and techniques in the area of Student Affairs and student support as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.

  • Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with Student Affairs and student support.

  • Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner. 

  • Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials. 

  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals. 

  • Demonstrated ability to operate a personal computer and apply word processing software.

  • Demonstrated professional experience working with Native Hawaiian communities.

  • Demonstrated professional experience in grant management, evaluation, budget management and and report writing.

Desirable Qualifications

  • Possession of a Master's degree in Counseling, Psychology, Family Resources, Human Development, Business Administration, Student Personnel Services, CTE, Arts & Sciences, or related field 

  • Extensive experience working with diverse student populations, specifically indigenous populations, that include at-risk, socio-economically disadvantaged, under-represented, and/or non-traditional students.

  • Experience in working with computerized information management technology.

  • Working knowledge of community colleges, their student services, career and technical educational opportunities, and workforce development programs.

  • Grants administration experience managing federally sponsored activities. 

  • Demonstrated previous experience with the Kuali Financial System, myGRANT, RCUH Human Resources and Financial Portals.
