Senior IT Specialist (Communications)

Job Description

Sayres is seeking a Senior IT Specialist, supporting the PMS325 Communications and C4I Team for United States Naval Ships Auxiliary Platforms in San Diego, CA. The role involves:

Primary Duties:

  • Perform as a Senior Information Technology Systems Specialist
  • Communications Department Oversight: Augmenting the Ship Communications Officer (SCO) or Information Assurance Manager (IAM) during ship construction periods, managing the ship's communication systems, classified information, and cybersecurity.
  • As the subject matter expert, lead Information Technology Systems project coordination and provide policy guidance to IT management, staff and customers to deliver turnkey Communication Suites to USNS (Auxiliary Ships).
  • As the subject matter expert, provide policy guidance to management, staff and customers to deliver T-AO Afloat Site Integrated suites to USNS (Auxiliary Ships).
  • As the subject matter expert, lead Information Technology Systems project coordination and provide policy guidance to IT management, staff and customers to deliver turnkey Communication Suites to USNS (Auxiliary Ships).
  • As the subject matter expert, lead Systems Engineering project coordination and provide policy guidance to management, staff and customers to deliver T-AO Afloat Site Integrated suites to USNS (Auxiliary Ships).
  • Ensuring compliance with safety and security protocols, including managing sensitive cryptographic material.
  • Ensures personnel in the Communications Department are properly supervised, trained and instructed to efficiently and accurately process naval message traffic and operate equipment within the Communications Department area of responsibility (AOR).
  • Overseeing acquisition, design, testing, System Operational Verification Tests (SOVTs), and system cutover plans.
  • Providing financial oversight, managing interoperability testing, installation, and cybersecurity authorization.
  • Offering expertise in project coordination, and policy guidance for IT and C4I systems.
  • Coordinating and leading technical meetings with multiple stakeholders (PEO SHIPS, NAVSEA, PEO C4I, MSC, etc.).
  • Risk Management Framework (RMF) assistance and shipboard Oversite

Other Responsibilities:

  • Acting as the on-site liaison for Government Furnished Equipment (GFE) and Information (GFI) for USNS (Auxiliary Ships).
  • Oversee System Integration
  • Communicate IT systems integration lessons learned

Skills & Knowledge Required:

  • Experience managing a communications department, in a shipboard environment military E7 and above trained in a radio electronics, computer technology telecommunications environment or commercial equivalent.
  • LAN Administrator
  • Extensive knowledge of Navy policies, shipbuilding, and fleet support.
  • Skilled in problem-solving, technical analysis, and collaboration with senior leadership.
  • Familiarity with cybersecurity protocols, system integration, and IT-related policies and directives.
  • Must be able to obtain and maintain a **Top-Secret security clearance

Preferred Requirements:

  • Three (3) years documented cumulative experience sailing on MSC vessels as a permanent Chief Radio Electronics Technician (CRET) or temporary Ship Communications Officer (SCO).
  • Knowledge of all aspects of New Construction shipbuilding and ship modernization processes, policies, and procedures.
  • Knowledge of all aspects of Program of Record C4I systems, Program Management, Systems Engineering, Platform Integration C4I acquisition, and PEO C4I policies and processes.
  • Knowledge in information security/information assurance policies, principles, and practices as directed by DoDD 5000.01, DoDI 5000.02, DoD Issuances governing acquisition programs in the DoD Components, and other program management policies addressed in DoD 5000 and 8000 series.
  • Experience as the shipboard SCO/CRET aboard at least two (2) AKE or EPF class vessels.
  • Ability to travel ~10-25 to support the ships once delivered to Military Sealift Command in the SCN window.

Salary:

The salary for this position is likely $80,000 - $140,000. Salary ranges are not, however, a guarantee of compensation or salary; rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
