Basic Function

Under the direction of the Assigned Administrator, coordinate the development of classes and programs including determination of needs and interest, planning, implementation, and evaluation; communicate with community individuals, groups and District staff regarding grant related classes and programs.

Provide leadership and direction; to manage, supervise, and coordinate the Student Success Center, Rio Promise Program, outreach services, dual enrollment/CCAP, and educational partnerships programs and activities; to provide, academic, college, and career advisement and educational, social, and cultural activities; to coordinate assigned activities with other District divisions, and outside agencies; and to provide highly responsible and complex professional support to the to the Vice President of Student Services or designee.

Minimum Qualifications

Education and Experience:
• Bachelor’s degree from an accredited college or university. A Master’s degree is desirable.
• Three years of responsible related program experience.
• Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students.

Essential Duties

1. Provide leadership and direction and assume management responsibility for the Student Success Center, Rio Promise Program, outreach services, dual enrollment/CCAP, and educational partnerships programs and activities. E
2. Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned areas and programs; recommend, within District policy, appropriate service and staffing levels; recommend and administer policies and procedures. E
3. Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; conduct program needs analysis; assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement and review with the Vice President of Student Services or designee; direct the implementation of improvements. E
4. Select, train, motivate, counsel, and evaluate assigned personnel; provide or coordinate personnel training; work with employees to develop skills and abilities. E
5. Plan, direct, coordinate, and review the work plan for assigned areas and programs; meet with staff to identify and resolve problems; assign work activities, projects, and programs; monitor workflow; review and evaluate work products, methods, and procedures. E
6. Manage and participate in the development and administration of area and program annual budgets; direct the forecast of additional funds needed for staffing, equipment, materials, and supplies; direct the monitoring of and approve expenditures; direct and implement adjustments as necessary. E
7. Serve as a liaison for assigned areas and programs with other District divisions, and outside agencies; negotiate and resolve significant and controversial issues. E
8. Provide responsible relationship-building and staff assistance to the Vice President of Student Services or designee; prepare and present staff reports and other necessary correspondence. E
9. Conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to assigned areas’ programs, policies, and procedures as appropriate. E
10. Coordinate interests of local governmental agencies and community-based partners and their staffs to promote partnerships. E
11. Provide leadership for activities that increase the College’s visibility in community activities and within the college’s service areas. E
12. Promote and coordinate collaborative partnership projects with local non-profit organizations. Assist in identification, writing, and submission of competitive funding opportunities. E
13. Plan, develop, monitor, and evaluate assigned areas, programs, and services, including establishing funding priorities, outcomes, and reporting requirements. E
14. Develop, apply, and evaluate effective approaches to implement the policies of the Rio Hondo Community College District relating to program and workforce diversity in order to fulfill the core academic mission of the District and serve its diverse community. E
15. Provide effective leadership and direction to recruitment and retention efforts to further workforce diversity policies of the District. E
16. Participate on a variety of committees; attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of student support services. E
17. Promote equal opportunity and student and gender equity to effectively serve the District’s diverse community. E
18. Respond to and resolve difficult and sensitive inquiries and complaints. E
19. Administer applicable collective bargaining agreements. E
20. Develops and maintains course schedules for dual enrollment programs. E
21. Research current trends in outreach and dual enrollment; develop and implement new CCAP and dual enrollment program opportunities; implement courses and activities at local K-12 school sites. E
22. Communicate and coordinate activities with other District departments, personnel, other community colleges, various governmental and community agencies, advisory committees, and the public. E
23. Develop accurate, comprehensive and up-to-date program evaluation materials. E
24. Coordinate recruitment activities; prepare and provide informational materials to the public; contact special interest groups/population concerning grant related activities. E
25. Research and compile information and prepare various reports as needed. E
26. Train and provide work direction of assigned faculty and staff; participate in selection process and evaluation of work as required. E
27. Establish and maintain liaison with community representatives, organizations and public agencies to encourage participation, stimulate interest and coordinate campus. E
28. Prepare and edit course descriptions for content and accuracy for flyers, brochures, pamphlets and course schedules. E
29. Participate with a variety of advisory committees; attend a variety on and off campus meetings; attend professional meetings, conferences and workshops as approved. E
30. Coordinate partnerships with employers, community colleges and various local and state entities. E

Foreign Degrees

Any degree from a country other than the United States, including Canada and Great Britain, must be evaluated by an Evaluation Service prior to the closing date. Certification must be attached with copies of transcripts.

License Certificates/Credentials

Possession of, or ability to obtain, an appropriate, valid driver’s license.

Desired Qualifications

  • Demonstrated experience developing, managing, and expanding dual enrollment programs and K-12 partnerships. Familiarity with California education policies, compliance requirements, and effective strategies for fostering successful dual enrollment pathways.
  • Deep commitment to promoting diversity, equity, and inclusion within dual enrollment and outreach programs.
  • Proven leadership experience in a higher education or community college setting, including leading outreach and enrollment initiatives, supervising teams, and managing cross-functional projects.
  • Ability to motivate and guide staff in meeting outreach goals and enhancing student access to higher education.
  • Experience using data to assess program effectiveness, track student outcomes, and make improvements. Skilled in analyzing enrollment trends, understanding student demographics, and applying data insights to inform recruitment and partnership strategies.
  • Ability to effectively collaborate with high school administrators, teachers, students, and parents, as well as community college faculty and staff.
  • Excellent written and verbal communication skills to facilitate outreach, recruitment, and partnership development.

Working Conditions

Working Conditions:
District office environment and domestic travel may be required. Work under steady pressure with frequent interruptions and a high degree of public contact by phone or in person.

Special Requirements
Essential duties require the following physical skills and work environment:
  • Ability to work in a standard office environment including ability to sit, stand, walk, kneel, crouch, stoop, squat, twist, and lift 20 lbs.; ability to travel to different sites and locations.
