Duties and Responsibilities


    • Responsible for all aspects of HR management and administration including, but not limited to, classification/compensation, recruitment and selection, onboarding, payroll, leaves, labor relations, and employee benefits.
    • Manages the full life cycle of recruitment process from job descriptions, advertisement, EEO training to supervisors, application review, overseeing interview process, salary placement analysis and offer letters. to ensure fairness and adherence of appropriate policies and procedures.
    • Interprets and advises Director and staff on HR statutes, union contracts, University policies and procedures, EEO guidelines, etc. and seeks further interpretation from General Counsel's Office, EEO Office or other departments as needed.
  • Formulates and/or recommends sound internal personnel procedures and practices. Exercises discretion and sound technical analyses to a variety of HR management or related issues.
    • Manages and audits I-9s and participates in the E-Verify program with USCIS.
    • Participates and responds to federal audits and compliance issues.
    • Prepares requests, monitors validity and manages immigration visa for international faculty, staff and visitors.
    • Develops, trains and educates employees on human resource policies, procedures and benefits and general operations procedures.
    • Administer FMLA program and benefits on a timely and accurate basis.
    • Manages, processes and maintains worker’s compensation actions and temporary disability claims, and workplace accident data in order to with comply OSHA 300 and 310 reporting guidelines.
    • Monitors employee performance appraisal/evaluation programs for executives and APTs. Trains department personnel and assists in identifying potential performance issues and addresses with supervisor in determining appropriate action plan.
  • Prepares and updates organization charts and functional statements according to established policies and guidelines, including reorganization requests.
  • Supports the Director and department personnel committee on tenure, promotion and contract renewal procedures.
  • Drafts and prepares actions memorandums to appropriate parties for various HR related actions.
  • Supports employee engagement activities such as employee service awards/recognition, etc.
    • Manages internal position control file and manages files related documents for classification, abolishment, and extensions.
  • Responds to Open Records requests in accordance with Freedom of Information Act and State Statute Chapter 92F and consults with the University General Counsel as necessary.
  • Reviews, approves and processes student assistants timesheets.
  • Responds to unemployment insurance claims and represents unit at appeal hearings.
  • Conducts workplace fact-finding investigations on informal/formal complaints/union grievances. Interviews witnesses, prepares well-written fact-finding reports, recommends disciplinary action or remedies as appropriate. Drafts decision making report on behalf of the Director as appropriate.
  • Attends information/training sessions to keep abreast and updated on current trends and information related to human resources management.
  • Maintains a collaborative and positive working relationship with staff, UHM administrators, other college offices, and systemwide offices.
  • Maintains confidentiality to include, but not limited to information, files and records that the incumbent may obtain or possess, in accordance with federal and state laws and University of Hawaii policies.
  • Serves as file custodian for all employee files and records in electronic and paper formats.
  • Represents department on university-wide committees, projects and initiatives and professional development.

Minimum Qualifications:
  • Possession of a baccalaureate degree in human resources management, business administration, education, public administration or related field and 4 year(s) of progressively responsible professional experience with responsibilities for human resources administration; or any equivalent education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
  • Considerable working knowledge of principles, practices and techniques in the area of human resources management as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
  • Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with human resource management.
  • Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
  • Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
  • Demonstrated ability to operate a personal computer and apply word processing software and spreadsheet software.
  • If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
  • Demonstrated knowledge of the principles, practices and techniques of position classification and salary administration in higher education.
  • Working knowledge of human resources database management such as PeopleSoft and recruitment and onboarding platform such as NeoGov.
  • Experience processing immigration documentation for international hires.
  • Demonstrated ability to exercise judgment, apply tack and discretion in resolving human resource issues and maintain confidentiality while communicating effectively in a variety of situations.
  • Demonstrated ability in independently organizing and prioritizing multiple and competing work assignments effectively to meet deadlines, while exercising adaptability to changing priorities while maintaining a positive, effective, professional attitude while working within a diverse team in a fast-pace environment.
  • Demonstrated commitment to valuing diversity, understanding and working effectively in multicultural societies, similar to Hawai‘i, contributing to an inclusive environment.
  • Focused on providing a high level of customer service and follow-through.

Desirable Qualifications
  • Familiarity with UH and RCUH human resources policies and procedures.
  • Sensitivity to the criticalness and timeliness to support research endeavors.
